Unfortunately, I believe the time for limiting enrichment has passed. I suspect the only reason the official is asking for negotiations is to stop the pounding of Iran by Israel.

Iran is not going to agree to zero enrichment unless it finds a way to continue enrichment while hiding it from the world. The only way this conflict ends is with Iran running out of weapons to fire at Isreal or regime change in Iran.
