S. Constitution states:<\/p>\n<blockquote style=\"MARGIN-RIGHT: 0px\" dir=\"ltr\">\n<p><em>&#8220;He shall have Power, by and with the Advice and Consent of the Senate, to make<br \/>Treaties, provided two thirds of the Senators present concur&#8230;&#8217;<\/em><\/p>\n<\/blockquote>\n<p dir=\"ltr\">According to the article:<\/p>\n<blockquote style=\"MARGIN-RIGHT: 0px\" dir=\"ltr\">\n<p dir=\"ltr\"><em>&#8220;With the clock running out on a new US-Russian arms treaty before the previous Strategic Arms Reduction Treaty, or START, expires on December 5, a senior White House official said Sunday said that the difficulty of the task might mean temporarily bypassing the Senate&#8217;s constitutional role in ratifying treaties by enforcing certain aspects of a new deal on an executive levels and a &#8220;provisional basis&#8221; until the Senate ratifies the treaty.&#8221;<\/em><\/p>\n<\/blockquote>\n<p dir=\"ltr\">The article points out that the Democrats have a filibuster-proof majority in the Senate.&nbsp; If they won&#8217;t pass the treaty, maybe it doesn&#8217;t deserve to be passed.&nbsp; It is the job of the Senate to enforce the Constitution.&nbsp; If this Senate won&#8217;t enforce it, then we need to elect a Senate that will.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Hot Air&nbsp;has posted an article by Ed Morrissey on a change President Obama is looking at in the way treaties are approved by the Senate.&nbsp; Regarding the approval of treaties by the Senate, the U.
