The student loan forgiveness has continued despite being ruled unconstitutional, domestic oil production has pretty much been shut down despite the fact that Congress passed no laws shutting it down, the border has been left open despite laws that would control the flow of illegal immigrants, and liquid natural gas exports have been shut down despite the fact that Congress never passed a law shutting it down (more on that in a moment).
