target=\"_blank\" rel=\"noopener\">The Heritage Foundation<\/a> posted an article titled, &#8220;Understanding the Hidden $1.1 Trillion Welfare System and How to Reform It.&#8221; I strongly suggest that you follow the link and read the entire article, but I would like to post some basic charts from the article:<\/p>\n<p><a class=\"zem_slink\" title=\"Welfare reform\" href=\"http:\/\/en.wikipedia.org\/wiki\/Welfare_reform\" target=\"_blank\" rel=\"noopener wikipedia\">welfare reform<\/a>:<\/p>\n<p style=\"padding-left: 30px;\"><strong>The <a class=\"zem_slink\" title=\"Goal\" href=\"http:\/\/en.wikipedia.org\/wiki\/Goal\" target=\"_blank\" rel=\"noopener wikipedia\">goal<\/a> of <a class=\"zem_slink\" title=\"Welfare\" href=\"http:\/\/en.wikipedia.org\/wiki\/Welfare\" target=\"_blank\" rel=\"noopener wikipedia\">welfare<\/a> should not be to reduce <a class=\"zem_slink\" title=\"Poverty\" href=\"http:\/\/en.wikipedia.org\/wiki\/Poverty\" target=\"_blank\" rel=\"noopener wikipedia\">poverty<\/a> after receipt of welfare through an ever-larger welfare state. A new approach is needed. The goal of welfare policy should be updated to include three other concepts:<\/strong><\/p>\n<ul>\n<li style=\"padding-left: 30px;\"><strong>Increasing efforts toward self-support;<\/strong><\/li>\n<li style=\"padding-left: 30px;\"><strong>Reducing self-defeating and self-limiting behaviors; and<\/strong><\/li>\n<li style=\"padding-left: 30px;\"><strong>Increasing <a class=\"zem_slink\" title=\"Psychological well-being\" href=\"http:\/\/en.wikipedia.org\/wiki\/Psychological_well-being\" target=\"_blank\" rel=\"noopener wikipedia\">psychological well-being<\/a>.<\/strong><\/li>\n<\/ul>\n<p style=\"padding-left: 30px;\"><strong>It should be noted that adopting these new goals does <em>not<\/em> mean that the government should stop assisting the poor. For example, as noted previously, a low-wage parent who works full-time for the full year under the existing welfare system has combined economic resources from earnings and welfare assistance that are well above the poverty level. Ensuring that the families of full-time workers are not poor is a laudable goal that should continue to be pursued.<a name=\"_ftn58\"><\/a>58<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>The objective might be inappropriate for families with large numbers of children. That aspect of the welfare system must be transformed.<\/strong><\/p>\n<p>It is time to combine charity and encouragement. We need to provide incentives for people to get off the welfare rolls.
