{"id":30918,"date":"2017-05-30T11:51:31","date_gmt":"2017-05-30T15:51:31","guid":{"rendered":"http:\/\/www.rightwinggranny.com\/?p=30918"},"modified":"2017-05-30T11:51:31","modified_gmt":"2017-05-30T15:51:31","slug":"a-good-idea-whose-time-has-come","status":"publish","type":"post","link":"https:\/\/www.rightwinggranny.com\/?p=30918","title":{"rendered":"A Good Idea Whose Time Has Come"},"content":{"rendered":"<p>On Friday, <a href=\"http:\/\/www.cnsnews.com\/commentary\/robert-rector\/able-bodied-required-work-under-trumps-new-food-stamp-reform\" target=\"_blank\" rel=\"noopener noreferrer\">CNS News<\/a> posted a story about one area of <a class=\"zem_slink\" title=\"President of the United States\" href=\"http:\/\/en.wikipedia.org\/wiki\/President_of_the_United_States\" target=\"_blank\" rel=\"wikipedia noopener noreferrer\">President<\/a> Trump&#8217;s proposed budget&#8211;the area of <a class=\"zem_slink\" title=\"Supplemental Nutrition Assistance Program\" href=\"http:\/\/en.wikipedia.org\/wiki\/Supplemental_Nutrition_Assistance_Program\" target=\"_blank\" rel=\"wikipedia noopener noreferrer\">food stamps<\/a>.<\/p>\n<p>Here are some numbers from <a href=\"http:\/\/www.thegatewaypundit.com\/2015\/06\/after-six-years-of-obamanomics-five-things-you-need-to-know\/\" target=\"_blank\" rel=\"noopener noreferrer\">The Gateway Pundit <\/a>in 2015:<\/p>\n<p style=\"padding-left: 30px;\"><strong>Under <a class=\"zem_slink\" title=\"WhiteHouse.gov\" href=\"http:\/\/www.whitehouse.gov\" target=\"_blank\" rel=\"homepage noopener noreferrer\">Obama<\/a> the <a href=\"http:\/\/www.washingtontimes.com\/news\/2014\/jan\/7\/obamas-rhetoric-on-fighting-poverty-doesnt-match-h\/?page=all#%21\">poverty rate has stood at greater than 15%<\/a> for three consecutive years (2010-12), the first time that has happened since the mid-1960\u2019s.\u00a0 A record number of people have been on <a class=\"zem_slink\" title=\"Medicaid\" href=\"http:\/\/en.wikipedia.org\/wiki\/Medicaid\" target=\"_blank\" rel=\"wikipedia noopener noreferrer\">Medicaid<\/a> (<a href=\"http:\/\/cnsnews.com\/news\/article\/72600000-record-number-medicaid-2012-outnumbers-populations-france-and-uk\">72 million<\/a> or 1 out of 4 <a class=\"zem_slink\" title=\"Americans\" href=\"http:\/\/en.wikipedia.org\/wiki\/Americans\" target=\"_blank\" rel=\"wikipedia noopener noreferrer\">Americans<\/a>) and <a href=\"http:\/\/cnsnews.com\/sites\/default\/files\/documents\/2011-MEDICARE%20ENROLLMENT-JULY.pdf\">Medicare<\/a> (more than 47 million Americans) during Obama\u2019s presidency.\u00a0 When Obama entered office in 2009, <a href=\"http:\/\/www.breitbart.com\/big-government\/2014\/07\/06\/14-million-more-on-food-stamps-under-obama\/\">31.9 million individuals received food stamp benefits<\/a>. As of January 2015, <a href=\"http:\/\/www.trivisonno.com\/wp-content\/uploads\/Food-Stamps-Monthly.jpg\">46 million<\/a> people received food stamps for a 44% increase in food stamp usage since Obama took over and record numbers.\u00a0 Food stamp users <a href=\"http:\/\/www.cnsnews.com\/news\/article\/ali-meyer\/food-stamp-beneficiaries-exceed-46000000-38-straight-months\">had topped 46 million<\/a> for 38 straight months as of January 2015.\u00a0 (People don\u2019t reach out for food stamps when good paying jobs are plentiful.) Due in part to the increase in food stamps, <a href=\"http:\/\/www.heritage.org\/research\/reports\/2014\/12\/federal-spending-by-the-numbers-2014\">Welfare spending<\/a>\u00a0 (not counting social security) reached nearly $1 trillion in 2013.<\/strong><\/p>\n<p>Obviously change is needed. The article at CNS News details some of the suggested changes:<\/p>\n<p style=\"padding-left: 30px;\"><strong>In reality, the president\u2019s proposed policy is based on two principles: requiring able-bodied adult recipients to work or prepare for work in exchange for benefits, and restoring minimal fiscal responsibility to state governments for the welfare programs they operate.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>The president\u2019s budget reasserts the basic concept that welfare should not be a one-way handout. Welfare should, instead, be based on reciprocal obligations between recipients and taxpayers.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>Government should definitely support those who need assistance, but should expect recipients to engage in constructive activity in exchange for that assistance.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>Work Requirements<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>Under the Trump reform, recipients who cannot immediately find a job would be expected to engage in \u201cwork activation,\u201d including supervised job searching, training, and <a class=\"zem_slink\" title=\"Community service\" href=\"http:\/\/en.wikipedia.org\/wiki\/Community_service\" target=\"_blank\" rel=\"wikipedia noopener noreferrer\">community service<\/a>.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>This idea of a quid pro quo between welfare recipients and society has nearly universal support among the public.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>Nearly 90 percent of the public agree that \u201cable-bodied adults that receive cash, food, housing, and medical assistance should be required to work or prepare for work as a condition of receiving those government benefits.\u201d<\/strong><\/p>\n<p>It is time for those sitting in the economic wagon being pulled by working people to get out of the wagon and help pull.<\/p>\n<p>The article reminds us that when <a class=\"zem_slink\" title=\"Maine\" href=\"http:\/\/maps.google.com\/maps?ll=45.5,-69.0&amp;spn=3.0,3.0&amp;q=45.5,-69.0 (Maine)&amp;t=h\" target=\"_blank\" rel=\"geolocation noopener noreferrer\">Maine<\/a> placed a work requirement on food stamp recipients, the number of people collecting food stamps dropped sharply. I believe Americans are basically generous people who want to help the less fortunate, but I also believe that Americans do not like being taken advantage of.<\/p>\n<p>The article reports what happened in Maine:<\/p>\n<p style=\"padding-left: 30px;\"><strong>In December 2014, Maine imposed a work requirement on this category of recipients. Under the policy, no recipient had his benefits simply cut. Instead, recipients were required to undertake state-provided training or to work in community service six hours per week.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>Nearly all affected recipients chose to leave the program rather than participate in training or community service. As a result, the Maine caseload of able-bodied adults without dependent children <a href=\"http:\/\/www.heritage.org\/welfare\/report\/maine-food-stamp-work-requirement-cuts-non-parent-caseload-80-percent\">dropped 80 percent<\/a> in just a few months.<\/strong><\/p>\n<p>We need to learn from Maine&#8217;s experience.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>On Friday, CNS News posted a story about one area of President Trump&#8217;s proposed budget&#8211;the area of food stamps.
