There are a lot of diverse opinions on the information recently leaked by <a class=\"zem_slink\" title=\"Wikileaks\" href=\"http:\/\/wikileaks.org\/\" target=\"_blank\" rel=\"homepage\">Wikileaks<\/a> about <a class=\"zem_slink\" title=\"Central Intelligence Agency\" href=\"http:\/\/maps.google.com\/maps?ll=38.951796,-77.146586&amp;spn=0.01,0.01&amp;q=38.951796,-77.146586 (Central%20Intelligence%20Agency)&amp;t=h\" target=\"_blank\" rel=\"geolocation\">CIA<\/a> techniques. Some media have focused on the invasion into the privacy of Americans, and other media has focused on the damage the leaks do to American national security.<\/p>\n<p>On Thursday, Fred Fleitz, a former CIA analyst, posted an article with his observations about the leaks. The article is posted at the <a href=\"http:\/\/www.centerforsecuritypolicy.org\/2017\/03\/09\/some-quick-thoughts-on-the-leak-of-cia-hacking-documents\/\" target=\"_blank\">Center for Security Policy<\/a> website.<\/p>\n<p>These are the points he makes in the article:<\/p>\n<ul class=\"ul1\">\n<li class=\"li3\"><strong>Why did CIA have a <a class=\"zem_slink\" title=\"Cyberwarfare\" href=\"http:\/\/en.wikipedia.org\/wiki\/Cyberwarfare\" target=\"_blank\" rel=\"wikipedia\">cyber warfare<\/a> office at all?\u00a0 \u00a0I noted in <a href=\"http:\/\/www.nationalreview.com\/article\/442928\/donald-trump-intelligence-agencies-reorganization-needed\"><span class=\"s1\">this<\/span><\/a> December 2016 <a class=\"zem_slink\" title=\"National Reconnaissance Office\" href=\"http:\/\/maps.google.com\/maps?ll=38.8819444444,-77.4502777778&amp;spn=0.01,0.01&amp;q=38.8819444444,-77.4502777778 (National%20Reconnaissance%20Office)&amp;t=h\" target=\"_blank\" rel=\"geolocation\">NRO<\/a> article that there are cyber warfare offices in four separate <a class=\"zem_slink\" title=\"Intelligence agency\" href=\"http:\/\/en.wikipedia.org\/wiki\/Intelligence_agency\" target=\"_blank\" rel=\"wikipedia\">intelligence agencies<\/a>.\u00a0 I suspect this is because different intelligence agencies all wanted to cash in on funding opportunities on a high profile topic.\u00a0 \u00a0Such overlap is getting worse and make U.S. intelligence more bureaucratic and less efficient.<\/strong><\/li>\n<li class=\"li4\"><strong>The new leaker was probably hired as a result of CIA Director Brennan\u2019s decision to lower standards for CIA hiring because he wanted to create a more diverse CIA workforce and Brennan rushed to staff his new cyber office.\u00a0\u00a0I wrote about this in <a href=\"http:\/\/www.centerforsecuritypolicy.org\/2016\/03\/20\/the-feckless-mismanagement-of-john-brennan-cias-captain-unreality\/\"><span class=\"s1\">Investor\u2019s Business Daily<\/span><\/a> in 2015.\u00a0\u00a0 It also reportedly has been difficult for the U.S. government to find personnel to staff cyber offices who can meet the Agency\u2019s usual security requirements.\u00a0\u00a0 This probably is why <a class=\"zem_slink\" title=\"Edward Snowden\" href=\"http:\/\/twitter.com\/snowden\" target=\"_blank\" rel=\"twitter\">Edward Snowden<\/a> was hired despite his lack of a college degree and how he was able to increase his access to classified material and move between intelligence agencies despite his poor performance.<\/strong><\/li>\n<li class=\"li4\"><strong>Did CIA learn nothing from the <a class=\"zem_slink\" title=\"Global surveillance disclosures (2013\u2013present)\" href=\"http:\/\/en.wikipedia.org\/wiki\/Global_surveillance_disclosures_%282013%E2%80%93present%29\" target=\"_blank\" rel=\"wikipedia\">Snowden leaks<\/a> on the urgency to compartment information on sensitive intelligence sources and methods?\u00a0 How could another disgruntled intelligence officer have been able to access and leak such a huge number of such documents?<\/strong><\/li>\n<\/ul>\n<p>This is another area where President Trump needs to drain the swamp and create a more efficient and secure place to keep <a class=\"zem_slink\" title=\"United States\" href=\"http:\/\/maps.google.com\/maps?ll=38.8833333333,-77.0166666667&amp;spn=0.1,0.1&amp;q=38.8833333333,-77.0166666667 (United%20States)&amp;t=h\" target=\"_blank\" rel=\"geolocation\">America<\/a>&#8216;s secret operations.
