Bush\" href=\"http:\/\/www.georgewbush.com\/\" target=\"_blank\" rel=\"homepage\">President George W Bush<\/a> for <a class=\"zem_slink\" title=\"Fiscal year\" href=\"http:\/\/en.wikipedia.org\/wiki\/Fiscal_year\" target=\"_blank\" rel=\"wikipedia\">fiscal year<\/a> 2008.\u00a0 Since then the entire mechanism of the <a class=\"zem_slink\" title=\"Federal government of the United States\" href=\"http:\/\/en.wikipedia.org\/wiki\/Federal_government_of_the_United_States\" target=\"_blank\" rel=\"wikipedia\">federal government<\/a> has been carried out by <a class=\"zem_slink\" title=\"Continuing resolution\" href=\"http:\/\/en.wikipedia.org\/wiki\/Continuing_resolution\" target=\"_blank\" rel=\"wikipedia\">continuing resolutions<\/a>, raises in the debt ceiling, and unfettered spending.<span id=\"more-124485\"><\/span><\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>Absent of an actual federal budget, all spending falls under a process called base-line budgeting to determine allocation.\u00a0 Federal distribution of the money within the continuing resolution, is essentially a year-over-year <a class=\"zem_slink\" title=\"Expenditure\" href=\"http:\/\/en.wikipedia.org\/wiki\/Expenditure\" target=\"_blank\" rel=\"wikipedia\">expenditure<\/a> with a statutory increase based on inflation.\u00a0 Essentially, whatever was spent in 2009 was respent in 2010 along with a little bit more.\u00a0\u00a0 What was spent in 2011 was a little more than \u201910, and so forth.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>In February 2009\u00a0 congress passed the <a class=\"zem_slink\" title=\"American Recovery and Reinvestment Act of 2009\" href=\"http:\/\/en.wikipedia.org\/wiki\/American_Recovery_and_Reinvestment_Act_of_2009\" target=\"_blank\" rel=\"wikipedia\">American Recovery and Reinvestment Act<\/a>, or ARRA, commonly referred to as Obama\u2019s stimulus plan.\u00a0 The stimulus was just shy of one trillion ($986 billion +\/-).<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>At the time of passage this single stimulus expenditure reflected a growth of approximately 20% in total federal spending.\u00a0 The spending went directly into the deficit.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>Approximately 30% of that \u201cone time\u201d trillion dollar stimulus was spent in 2009, the remaining 70% was spent in 2010.\u00a0 (*note fiscal years run from October 1st to September 3oth annually).<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>However, absent a federal budget -and because of baseline budgeting- it became a repeated expenditure in each of the following fiscal years.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>The $1 Trillion Stimulus was spent eight more times.<\/strong><\/p>\n<p>The article points out that most <a class=\"zem_slink\" title=\"United States\" href=\"http:\/\/maps.google.com\/maps?ll=38.8833333333,-77.0166666667&amp;spn=0.1,0.1&amp;q=38.8833333333,-77.0166666667 (United%20States)&amp;t=h\" target=\"_blank\" rel=\"geolocation\">Americans<\/a> cannot tell you what the stimulus was spent on. President Obama put money into the Department of Education to subsidize state education and teachers&#8217; salaries, keeping the teachers&#8217; union happy.<\/p>\n<p>The article reports:<\/p>\n<p style=\"padding-left: 30px;\"><strong>The key point is the $1 trillion 2009 \u201cstimulus\u201d funds, became a tool for President Obama to use in whatever cabinet office need he saw.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>So long as congress never passed an actual budget (and the traditional budget appropriations process kicked in), he would always have this massive amount of extra money to play with.\u00a0 Obama, Pelosi and Reid ensured there was never going to be a budget.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>As the economy somewhat gained footing (2012), for the last several years a lot of the money appears to have been spent on propping up <a class=\"zem_slink\" title=\"Patient Protection and Affordable Care Act\" href=\"http:\/\/en.wikipedia.org\/wiki\/Patient_Protection_and_Affordable_Care_Act\" target=\"_blank\" rel=\"wikipedia\">ObamaCare<\/a> and hiding the structural financial collapse.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>If Obama didn\u2019t have this extra $1 trillion at his disposal, ObamaCare would have already collapsed.\u00a0 If you were wondering why ObamaCare didn\u2019t collapse, well, there\u2019s your answer.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>This scheme worked brilliantly so long as Team Obama could kick-the-budget-can into successive years.\u00a0 They did.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>&#8230;Remember: #1) Obama\u2019s trillion stimulus was a +20% jump in federal spending which has continued year-over-year since 2009, #2) most of that money is now spent on propping up Obamacare via the insurance corridor reimbursement program.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>&#8230;That $1 trillion in annual expenditure is what initially kept government at full size when originally passed in \u201909.\u00a0 It then transmogrified into a slush fund two fiscal years later, and ever since about 2012 it\u2019s been a way for Obama to fund his priority list \u2013 and the UniParty congress has done nothing about it; because, well, essentially, congress agrees with what it\u2019s being spent on.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>It\u2019s a staggering amount of money, $986 billion.\u00a0 If Trump\/Ryan eliminate the worst aspects of ObamaCare they can save a massive amount of that expenditure.\u00a0 However, beyond that \u2013 it shows you just how much money can \u2013<em>and hopefully will<\/em>\u2013 be cut out of government by that elimination alone.<\/strong><\/p>\n<p>It would be wonderful to have a Congress and a President who want to bring federal spending under control, but I am not convinced yet.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>This is a picture of the federal budge deficits over the years: The chart and other related information can be found here.
