The president may enter into &#8220;executive agreements&#8221; with other nations without the Senate&#8217;s consent, but if these involve more than minor matters they may prove controversial.<\/strong><\/p>\n<p>The president must also submit judicial and major executive branch nominations to the Senate for its advice and consent. The Constitution makes no provision for the removal of executive officers, which has remained largely at the discretion of the president.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>The boldface type was added by me.<\/p>\n<p><a href=\"http:\/\/www.washingtontimes.com\/news\/2016\/sep\/3\/obama-xi-ratify-climate-change-agreement\/?utm_campaign=shareaholic&amp;utm_medium=facebook&amp;utm_source=socialnetwork\" target=\"_blank\">The Washington Times<\/a> is reporting today:<\/p>\n<p style=\"padding-left: 30px;\"><strong>Deliberately sidestepping Congress, President Obama formally entered the U.S. into an international climate-change agreement Saturday with <a href=\"http:\/\/www.washingtontimes.com\/topics\/china\/\">China<\/a> and dozens of other nations to limit greenhouse gas emissions.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>In a ceremony in Hangzhou, <a href=\"http:\/\/www.washingtontimes.com\/topics\/china\/\">China<\/a>, <a class=\"zem_slink\" title=\"WhiteHouse.gov\" href=\"http:\/\/www.whitehouse.gov\" target=\"_blank\" rel=\"homepage\">Mr. Obama<\/a> and <a class=\"zem_slink\" title=\"President of the People's Republic of China\" href=\"http:\/\/en.wikipedia.org\/wiki\/President_of_the_People%27s_Republic_of_China\" target=\"_blank\" rel=\"wikipedia\">Chinese President<\/a> Xi Jinping deposited each country\u2019s official \u201cinstrument of acceptance\u201d with <a class=\"zem_slink\" title=\"Secretary-General of the United Nations\" href=\"http:\/\/en.wikipedia.org\/wiki\/Secretary-General_of_the_United_Nations\" target=\"_blank\" rel=\"wikipedia\">U.N. Secretary General<\/a> Ban-Ki Moon to join the agreement.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>\u201cSome day we may see this as the moment when we decided to save our planet,\u201d Mr. Obama said. \u201cHistory will judge today\u2019s efforts as pivotal.\u201d<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>Separately, Mr. Obama and Mr. Xi agreed on a side deal aimed at curbing other pollutants in the U.S. and <a href=\"http:\/\/www.washingtontimes.com\/topics\/china\/\">China<\/a>. They committed to \u201cfreeze\u201d the production of hydrofluorocarbons, the chemicals often used in air conditioning and refrigeration, and cut aviation emissions by an unspecified date, possibly as early as 2021.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>The U.N. climate-change pact cannot take effect until 55 nations representing 55 percent of worldwide carbon emissions formally ratify the agreement. The U.S. and <a href=\"http:\/\/www.washingtontimes.com\/topics\/china\/\">China<\/a>, the world\u2019s two largest emitters, represent about 38 percent of total global emissions.<\/strong><\/p>\n<p>Man-made climate change is a hoax. There is no agreement by scientists on this matter. The reason many scientists support the concept is that supporting the idea of man-made climate change results in grant money. If you claim a crisis, you get money. One of the best sites on the Internet for good climate change information is wattsupwiththat.com. I strongly recommend that anytime you read an article in the mainstream media about climate change you check that site.<\/p>\n<p>Meanwhile, the President is openly violating the U.S. Constitution. Is the Senate going to push back? If the Senate Republicans do not protect the Constitution (as they have sworn to do so in their oath of office), they deserve to be voted out of office. The Democrats cannot be expected to protest because they put politics first. I would be totally surprised if more than five Senators protest. This lack of action on the part of the Senate is the reason for the success of <a class=\"zem_slink\" title=\"Donald Trump\" href=\"http:\/\/en.wikipedia.org\/wiki\/Donald_Trump\" target=\"_blank\" rel=\"wikipedia\">Donald Trump<\/a> as a candidate.
