{"id":28468,"date":"2016-06-09T19:24:26","date_gmt":"2016-06-09T23:24:26","guid":{"rendered":"http:\/\/www.rightwinggranny.com\/?p=28468"},"modified":"2016-06-09T19:24:26","modified_gmt":"2016-06-09T23:24:26","slug":"unfortunately-this-is-only-the-beginning","status":"publish","type":"post","link":"https:\/\/www.rightwinggranny.com\/?p=28468","title":{"rendered":"Unfortunately, This Is Only The Beginning"},"content":{"rendered":"<p>The <a class=\"zem_slink\" title=\"United States House of Representatives\" href=\"http:\/\/maps.google.com\/maps?ll=38.8888888889,-77.0088888889&amp;spn=0.01,0.01&amp;q=38.8888888889,-77.0088888889 (United%20States%20House%20of%20Representatives)&amp;t=h\" target=\"_blank\" rel=\"geolocation\">U.S. House of Representatives<\/a> passed a bill to deal with <a class=\"zem_slink\" title=\"Puerto Rico\" href=\"http:\/\/maps.google.com\/maps?ll=18.45,-66.1&amp;spn=10.0,10.0&amp;q=18.45,-66.1 (Puerto%20Rico)&amp;t=h\" target=\"_blank\" rel=\"geolocation\">Puerto Rico<\/a>&#8216;s debt crisis today. <a href=\"http:\/\/www.bloomberg.com\/news\/articles\/2016-06-09\/puerto-rico-debt-crisis-plan-passes-house-in-bipartisan-vote\" target=\"_blank\">Bloomberg<\/a> reported the following:<\/p>\n<p style=\"padding-left: 30px;\"><strong>The U.S. House passed a hard-fought, bipartisan compromise designed to stem Puerto Rico\u2019s worsening debt crisis after months of wrangling and a significant default.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>The legislation, passed 297-127 Thursday, would establish a seven-member financial oversight board to manage a restructuring of Puerto Rico\u2019s $70 billion debt and oversee the island\u2019s finances. The commonwealth racked up the debt after years of borrowing to cover operating costs. The plan envisions the largest federal intervention into the island\u2019s fiscal affairs since it became a U.S. territory in 1898 after the Spanish-American War.<\/strong><\/p>\n<p>This is a graph taken from the<a href=\"http:\/\/www.ibtimes.com\/puerto-rico-debt-crisis-2016-house-vote-nears-bill-restructure-islands-70-billion-2379782\" target=\"_blank\"> International Business Times<\/a>:<\/p>\n<p><a href=\"https:\/\/www.rightwinggranny.com\/wp-content\/uploads\/2016\/06\/PuertoRicoDebt.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-28469\" src=\"https:\/\/www.rightwinggranny.com\/wp-content\/uploads\/2016\/06\/PuertoRicoDebt.png\" alt=\"PuertoRicoDebt\" width=\"628\" height=\"438\" srcset=\"https:\/\/www.rightwinggranny.com\/wp-content\/uploads\/2016\/06\/PuertoRicoDebt.png 628w, https:\/\/www.rightwinggranny.com\/wp-content\/uploads\/2016\/06\/PuertoRicoDebt-300x209.png 300w, https:\/\/www.rightwinggranny.com\/wp-content\/uploads\/2016\/06\/PuertoRicoDebt-430x300.png 430w\" sizes=\"auto, (max-width: 628px) 100vw, 628px\" \/><\/a>The direction of their debt was clear. They were evidently unable to get spending under control.<\/p>\n<p>Bloomberg reports:<\/p>\n<p style=\"padding-left: 30px;\"><strong>In the <a title=\"Roll call\" href=\"http:\/\/clerk.house.gov\/evs\/2016\/roll288.xml\" target=\"_blank\" data-tracker-action=\"click\" data-tracker-category=\"nav\" data-tracker-label=\"inline_link.01\">vote<\/a>, 139 Republicans joined 158 <a class=\"zem_slink\" title=\"Democratic Party (United States)\" href=\"http:\/\/www.democrats.org\/\" target=\"_blank\" rel=\"homepage\">Democrats<\/a> in favor, while\u00a0103 Republicans and 24 Democrats opposed it.<\/strong><\/p>\n<p>The thing that worries me about this whole situation is that we have numerous cities and states within the <a class=\"zem_slink\" title=\"United States\" href=\"http:\/\/maps.google.com\/maps?ll=38.8833333333,-77.0166666667&amp;spn=10.0,10.0&amp;q=38.8833333333,-77.0166666667 (United%20States)&amp;t=h\" target=\"_blank\" rel=\"geolocation\">United States<\/a> that have large amounts of &#8216;unfunded liabilities&#8217; that will eventually catch up with them. At that point they will probably ask <a class=\"zem_slink\" title=\"United States Congress\" href=\"http:\/\/maps.google.com\/maps?ll=38.8897222222,-77.0088888889&amp;spn=0.01,0.01&amp;q=38.8897222222,-77.0088888889 (United%20States%20Congress)&amp;t=h\" target=\"_blank\" rel=\"geolocation\">Congress<\/a> for money. At least Congress did not simply bail out Puerto Rico (and hopefully it will not bail out our cities and states as they find themselves in similar situations). This bill seems to be more of a restructuring and a restraint on spending than a bail out. That is better than a bail out, but there will be many people who are owed money that will not be paid what they are owed.<\/p>\n<p>The article at Bloomberg explains why many Congressmen felt that this action was necessary:<\/p>\n<p style=\"padding-left: 30px;\"><strong>Yet the most persuasive closing argument for many lawmakers may have been one articulated by, among others, Alabama Republican <a class=\"zem_slink\" title=\"Bradley Byrne\" href=\"http:\/\/en.wikipedia.org\/wiki\/Bradley_Byrne\" target=\"_blank\" rel=\"wikipedia\">Bradley Byrne<\/a>: \u201cWhat really worries me is that if Congress doesn\u2019t act on this legislation, then we will at some point find ourselves facing serious pressure to vote on a true, actual bailout of Puerto Rico. That would be a grave mistake.&#8221;<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>A group of unions led by the <a class=\"zem_slink\" title=\"AFL\u2013CIO\" href=\"http:\/\/aflcio.org\/\" target=\"_blank\" rel=\"homepage\">AFL-CIO<\/a> urged House Democrats to vote against the bill because of the minimum-wage and overtime pay provisions. The conservative group Heritage Action opposes the measure because it allows debt restructuring and temporarily shields Puerto Rico\u2019s government from lawsuits filed by creditors.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>The commonwealth\u2019s fiscal crisis has been <a title=\"Puerto Rico\u2019s U.S. Rescue Won\u2019t Come Soon Enough to Halt Default\" href=\"http:\/\/www.bloomberg.com\/news\/articles\/2016-06-02\/puerto-rico-s-u-s-rescue-won-t-come-soon-enough-to-halt-default\" data-tracker-action=\"click\" data-tracker-category=\"recirc\" data-tracker-label=\"inline_link.02\">escalating<\/a> since last June, when Garcia Padilla said the administration couldn\u2019t afford to repay $70 billion of debt left by years of borrowing to cover budget shortfalls as the economy contracted and residents left at a record pace for the U.S. mainland. It has since failed to cover $370 million due on bonds sold by the <a class=\"zem_slink\" title=\"Puerto Rico Government Development Bank\" href=\"http:\/\/en.wikipedia.org\/wiki\/Puerto_Rico_Government_Development_Bank\" target=\"_blank\" rel=\"wikipedia\">Government Development Bank<\/a> and $150 million for two other agencies as it conserved cash.<\/strong><\/p>\n<p>Stay tuned.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The U.S. House of Representatives passed a bill to deal with Puerto Rico&#8216;s debt crisis today.
