One Congressman has a proposal that will deal with at least part of the problem.<\/p>\n<p>Yesterday<a href=\"https:\/\/pjmedia.com\/news-and-politics\/2016\/06\/04\/lawmakers-try-to-roll-back-executive-power-in-rulemaking\/?singlepage=true\" target=\"_blank\"> PJ Media<\/a> posted an article about a proposal by <a class=\"zem_slink\" title=\"Mike Lee (U.S. politician)\" href=\"http:\/\/lee.senate.gov\/\" target=\"_blank\" rel=\"homepage\">Senator Mike Lee<\/a> (R-Utah).<\/p>\n<p>The article reports:<\/p>\n<p style=\"padding-left: 30px;\"><strong>Rep. Mark Walker (R-N.C.), <a class=\"zem_slink\" title=\"United States House Committee on Financial Services\" href=\"http:\/\/en.wikipedia.org\/wiki\/United_States_House_Committee_on_Financial_Services\" target=\"_blank\" rel=\"wikipedia\">Financial Services Committee<\/a> Chairman <a class=\"zem_slink\" title=\"Jeb Hensarling\" href=\"http:\/\/en.wikipedia.org\/wiki\/Jeb_Hensarling\" target=\"_blank\" rel=\"wikipedia\">Jeb Hensarling<\/a> (R-Texas) and Rep. Dave Brat (R-Va.) joined Lee to formally introduce the <em>Article I Regulatory Budget Reform Act,<\/em> which would require Congress to cast a vote on the \u201ctotal regulatory burden\u201d federal agencies are able to enforce on the private sector each fiscal year.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>\u201cFederal regulations come with a cost, albeit a hidden one.\u00a0The <a class=\"zem_slink\" title=\"Americans\" href=\"http:\/\/en.wikipedia.org\/wiki\/Americans\" target=\"_blank\" rel=\"wikipedia\">American people<\/a> can look up in the federal budget and see a monetary cost for the IRS and the EPA. They should also be able to look up what the regulatory cost for these agencies are as well. Beyond making the cost of federal regulation transparent, a regulatory budget will help restore accountability for the cost of regulation onto the people\u2019s elected representatives,\u201d Hensarling said at <a class=\"zem_slink\" title=\"Hillsdale College\" href=\"http:\/\/maps.google.com\/maps?ll=41.93,-84.63&amp;spn=0.01,0.01&amp;q=41.93,-84.63 (Hillsdale%20College)&amp;t=h\" target=\"_blank\" rel=\"geolocation\">Hillsdale College<\/a>\u2019s Kirby Center in <a class=\"zem_slink\" title=\"Federal government of the United States\" href=\"http:\/\/en.wikipedia.org\/wiki\/Federal_government_of_the_United_States\" target=\"_blank\" rel=\"wikipedia\">Washington<\/a>.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>\u201cWith a regulatory budget, it would become so much more difficult for members of Congress to simply pass the buck and blame the faceless, nameless bureaucrats for the cost of regulations on the American people\u2019s families and their businesses,\u201d he added.<\/strong><\/p>\n<p>Under the <a class=\"zem_slink\" title=\"United States Constitution\" href=\"http:\/\/en.wikipedia.org\/wiki\/United_States_Constitution\" target=\"_blank\" rel=\"wikipedia\">U.S. Constitution<\/a>, Congress is charged with making laws. They are supposed to be held accountable for the laws they pass. Unfortunately, we have wandered into a system where unelected bureaucrats are making our laws, and we can&#8217;t vote them out of office.<\/p>\n<p>The article adds:<\/p>\n<p style=\"padding-left: 30px;\"><strong>Lee argued that most of the major bills Congress has passed only \u201cestablish aspirational guidelines,\u201d which gives the executive branch the power to determine the specifics. He said Congress should establish \u201cregulatory-cost limits\u201d for federal agencies to follow.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>\u201cFor the rule-writing bureaucrats, these open-ended laws are gifts that keep on giving. For instance, in the years since Congress first passed the <a class=\"zem_slink\" title=\"Clean Air Act (United States)\" href=\"http:\/\/en.wikipedia.org\/wiki\/Clean_Air_Act_%28United_States%29\" target=\"_blank\" rel=\"wikipedia\">Clean Air Act<\/a> in 1977, federal bureaucrats have used the law to enact more than 13,500 pages of regulations \u2013 roughly 30 pages for every page of legislative text,\u201d Lee said.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>\u201cBut for the American people, this kind of government without consent is a violation of the social compact at the heart of our republic and exactly why they no longer trust the federal government,\u201d he added.<\/strong><\/p>\n<p>The U.S. Constitution is an amazing document. The government it established works. Unfortunately we have altered that government to the point where it barely works and is not trusted by the American people. We need serious reform in Washington.
