Kenneth Fairley, pastor of Mt. Carmel <a class=\"zem_slink\" title=\"Baptists\" href=\"http:\/\/en.wikipedia.org\/wiki\/Baptists\" target=\"_blank\" rel=\"wikipedia\">Baptist Church<\/a> in <a class=\"zem_slink\" title=\"Hattiesburg, Mississippi\" href=\"http:\/\/maps.google.com\/maps?ll=31.3158333333,-89.3086111111&amp;spn=0.1,0.1&amp;q=31.3158333333,-89.3086111111 (Hattiesburg%2C%20Mississippi)&amp;t=h\" target=\"_blank\" rel=\"geolocation\">Hattiesburg, Mississippi<\/a>. The article reports that the <a class=\"zem_slink\" title=\"The Reverend\" href=\"http:\/\/en.wikipedia.org\/wiki\/The_Reverend\" target=\"_blank\" rel=\"wikipedia\">Reverend<\/a> allegedly profited after the federal <a class=\"zem_slink\" title=\"United States Department of Housing and Urban Development\" href=\"http:\/\/maps.google.com\/maps?ll=38.8839361111,-77.0225083333&amp;spn=0.01,0.01&amp;q=38.8839361111,-77.0225083333 (United%20States%20Department%20of%20Housing%20and%20Urban%20Development)&amp;t=h\" target=\"_blank\" rel=\"geolocation\">Department of Housing and Urban Development<\/a>\u00a0gave $47,000 to the local government, which gave it, in turn, to a <a class=\"zem_slink\" title=\"Nonprofit organization\" href=\"http:\/\/en.wikipedia.org\/wiki\/Nonprofit_organization\" target=\"_blank\" rel=\"wikipedia\">nonprofit<\/a> called Pinebelt Community Services to renovate houses.<\/p>\n<p>The article reports:<\/p>\n<p style=\"padding-left: 30px;\"><strong>HUD has relationships with many such nonprofits that often function as expensive middlemen between government aid programs and those in need of help.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>In Fairley\u2019s case, Pinebelt had no capacity to do construction and told the city it had handed off the money yet again via a contract with a <a class=\"zem_slink\" title=\"New Orleans\" href=\"http:\/\/maps.google.com\/maps?ll=29.9647222222,-90.0705555556&amp;spn=0.1,0.1&amp;q=29.9647222222,-90.0705555556 (New%20Orleans)&amp;t=h\" target=\"_blank\" rel=\"geolocation\">New Orleans<\/a> company called\u00a0Interurban Development.\u00a0But Fairley had arranged with Interurban\u2019s owner to make the hand-off an on-paper-only arrangement at an inflated price.<\/strong><\/p>\n<p>The article explains that the work that HUD paid for was done locally for less money than the grant, and Reverend Fairley kept the difference.<\/p>\n<p>The article further explains:<\/p>\n<p style=\"padding-left: 30px;\"><strong>HUD does little vetting of the middleman nonprofits to which it awards millions of tax dollars annually.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>In <a class=\"zem_slink\" title=\"Baltimore\" href=\"http:\/\/maps.google.com\/maps?ll=39.2833333333,-76.6166666667&amp;spn=0.1,0.1&amp;q=39.2833333333,-76.6166666667 (Baltimore)&amp;t=h\" target=\"_blank\" rel=\"geolocation\">Baltimore<\/a>, for example, it has funneled millions through a nonprofit called <a class=\"zem_slink\" title=\"Enterprise Community Partners\" href=\"http:\/\/en.wikipedia.org\/wiki\/Enterprise_Community_Partners\" target=\"_blank\" rel=\"wikipedia\">Enterprise Community Partners<\/a> to pass it on to neighborhoods. But instead, its CEO makes $577,000 and it has 48 officers who were paid $267,000 on overage.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>Only half of its money actually made it to neighborhoods that needed it and no positive results have been demonstrated.<\/strong><\/p>\n<p>The idea of revitalizing our <a class=\"zem_slink\" title=\"Inner city\" href=\"http:\/\/en.wikipedia.org\/wiki\/Inner_city\" target=\"_blank\" rel=\"wikipedia\">inner cities<\/a> is good. However, when the money for these efforts comes from the federal government, there is no way that the projects can be watched carefully for fraud and misuse of funds. Unless local people are directly involved in improving their section of any given city, it is quite likely that the efforts to improve the area will not be successful. If you truly want to revitalize America&#8217;s inner cities, we need to change the culture there. The inner cities will not improve until the people living there develop pride in their surroundings. Non-profit groups can be very helpful in this effort, but obviously a vetting process is needed to find the appropriate group.<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Daily Caller posted an article today about the Rev.
