The most balanced reporting of the letter and its significance was posted at <a href=\"http:\/\/www.usatoday.com\/story\/opinion\/2015\/03\/11\/iran-letter-congress-senators-tom-cotton-column\/24711069\/\" target=\"_blank\">USA Today<\/a> yesterday. In case you missed it, the text of the letter is posted <a href=\"https:\/\/www.rightwinggranny.com\/?p=25147\" target=\"_blank\">here<\/a>.<\/p>\n<p>The article cites a brief history of other letters and activities of Senators:<\/p>\n<p style=\"padding-left: 30px;\"><strong>The <a title=\"http:\/\/www.usatoday.com\/story\/news\/nation\/2015\/03\/09\/obama-iran-nuclear-talks-josh-earnest-tom-cotton\/24654045\/\" href=\"http:\/\/www.usatoday.com\/story\/news\/nation\/2015\/03\/09\/obama-iran-nuclear-talks-josh-earnest-tom-cotton\/24654045\/\">White House of course objects<\/a> to <a class=\"zem_slink\" title=\"United States Congress\" href=\"http:\/\/maps.google.com\/maps?ll=38.8897222222,-77.0088888889&amp;spn=0.01,0.01&amp;q=38.8897222222,-77.0088888889 (United%20States%20Congress)&amp;t=h\" target=\"_blank\" rel=\"geolocation\">members of Congress<\/a> getting involved in foreign policy, which it sees as the president&#8217;s exclusive domain. But the Cotton letter is part of the normal give and take of American politics, driven by the shared powers enshrined in the Constitution.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>This is hardly unprecedented. Recall the <a title=\"http:\/\/www.nytimes.com\/1984\/04\/20\/us\/congress-letter-to-nicaragua-dear-comandante.html?fb_action_ids=10204855912990167&amp;fb_action_types=og.shares\" href=\"http:\/\/www.nytimes.com\/1984\/04\/20\/us\/congress-letter-to-nicaragua-dear-comandante.html?fb_action_ids=10204855912990167&amp;fb_action_types=og.shares\">&#8220;Dear Commandante&#8221; letter<\/a> sent by <a class=\"zem_slink\" title=\"United States House of Representatives\" href=\"http:\/\/maps.google.com\/maps?ll=38.8888888889,-77.0088888889&amp;spn=0.01,0.01&amp;q=38.8888888889,-77.0088888889 (United%20States%20House%20of%20Representatives)&amp;t=h\" target=\"_blank\" rel=\"geolocation\">Rep.<\/a> <a class=\"zem_slink\" title=\"Stephen J. Solarz\" href=\"http:\/\/en.wikipedia.org\/wiki\/Stephen_J._Solarz\" target=\"_blank\" rel=\"wikipedia\">Stephen J. Solarz<\/a>, D-NY and nine other senior Democrats to <a class=\"zem_slink\" title=\"Sandinista National Liberation Front\" href=\"http:\/\/www.elpueblopresidente.com\/\" target=\"_blank\" rel=\"homepage\">Sandinista<\/a> junta leader Daniel Ortega.The letter was a not-so-subtle critique of <a class=\"zem_slink\" title=\"Presidency of Ronald Reagan\" href=\"http:\/\/en.wikipedia.org\/wiki\/Presidency_of_Ronald_Reagan\" target=\"_blank\" rel=\"wikipedia\">Reagan administration<\/a> policy towards Nicaragua. At the time, Rep. <a class=\"zem_slink\" title=\"Newt Gingrich\" href=\"http:\/\/www.newt.org\" target=\"_blank\" rel=\"homepage\">Newt Gingrich<\/a>, R-Ga. said the letter &#8221;clearly violates the executive branch&#8217;s exclusive prerogative of negotiating with a foreign government.&#8221; The Obama administration could recycle Gingrich&#8217;s talking points today.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>Members of Congress have gone farther than simply sending letters to try to influence foreign affairs. &#8220;Fact finding missions&#8221; to countries with sensitive relationships with the United States are a Congressional staple. Then <a title=\"http:\/\/usatoday30.usatoday.com\/news\/washington\/2007-01-12-iraq-clinton_x.htm\" href=\"http:\/\/usatoday30.usatoday.com\/news\/washington\/2007-01-12-iraq-clinton_x.htm\">Senator Hillary Clinton went to Iraq in January 2007<\/a> \u2014 her third trip to that country since the 2003 invasion \u2014 as a means of establishing a platform for criticizing Bush policies for her upcoming run for the White House. She joined then <a class=\"zem_slink\" title=\"Barack Obama\" href=\"http:\/\/www.barackobama.com\" target=\"_blank\" rel=\"homepage\">Sen. Obama<\/a> in championing Congressional action to <a title=\"http:\/\/thehill.com\/policy\/defense\/194673-hillary-opposed-iraq-surge-for-political-reasons-gates-says\" href=\"http:\/\/thehill.com\/policy\/defense\/194673-hillary-opposed-iraq-surge-for-political-reasons-gates-says\">limit the &#8220;surge&#8221; policy<\/a> that they quickly declared a failure.<\/strong><\/p>\n<p>Regardless of how you feel about the letter, this behavior happens on both sides of the aisle and it is part of the give and take of the American political system.
