{"id":25147,"date":"2015-03-11T14:54:03","date_gmt":"2015-03-11T18:54:03","guid":{"rendered":"http:\/\/www.rightwinggranny.com\/?p=25147"},"modified":"2015-03-11T14:54:03","modified_gmt":"2015-03-11T18:54:03","slug":"the-text-of-the-letter","status":"publish","type":"post","link":"https:\/\/www.rightwinggranny.com\/?p=25147","title":{"rendered":"The Text Of The Letter"},"content":{"rendered":"<p>On Monday, <a href=\"http:\/\/blogs.wsj.com\/washwire\/2015\/03\/09\/text-of-gop-senators-letter-to-irans-leaders-on-nuclear-talks\/\" target=\"_blank\">The Wall Street<\/a> Journal posted the text of the open letter that 47 Senators signed about negotiations with Iran.<\/p>\n<p>This is the text:<\/p>\n<p style=\"padding-left: 30px;\"><strong>An Open Letter to the Leaders of the Islamic Republic of Iran:<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>It has come to our attention while observing your nuclear negotiations with our government that you may not fully understand our constitutional system.\u00a0 Thus, we are writing to bring to your attention two features of our Constitution \u2014 the power to make binding international agreements and the different character of federal offices \u2014 which you should seriously consider as negotiations progress.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>First, under our Constitution, while the president negotiates international agreements, Congress plays the significant role of ratifying them.\u00a0 In the case of a treaty, the Senate must ratify it by a two-thirds vote.\u00a0 A so-called congressional-executive agreement requires a majority vote in both the House and the Senate (which, because of procedural rules, effectively means a three-fifths vote in the Senate).\u00a0 Anything not approved by Congress is a mere executive agreement.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>Second, the offices of our Constitution have different characteristics.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>For example, the president may serve only two 4-year terms, whereas senators may serve an unlimited number of 6-year terms.\u00a0 As applied today, for instance, President Obama will leave office in January 2017, while most of us will remain in office well beyond then \u2014 perhaps decades.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>What these two constitutional provisions mean is that we will consider any agreement regarding your nuclear-weapons program that is not approved by the Congress as nothing more than an executive agreement between President Obama and Ayatollah Khamenei.\u00a0 The next president could revoke such an executive agreement with the stroke of a pen and future Congresses could modify the terms of the agreement at any time.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>We hope this letter enriches your knowledge of our constitutional system and promotes mutual understanding and clarity as nuclear negotiations progress.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>Sincerely,<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>Senator Tom Cotton, R-AR<\/strong><br \/>\n<strong> Senator Orrin Hatch, R-UT<\/strong><br \/>\n<strong> Senator Charles Grassley, R-IA<\/strong><br \/>\n<strong> Senator Mitch McConnell, R-KY<\/strong><br \/>\n<strong> Senator Richard Shelby, R-AL<\/strong><br \/>\n<strong> Senator John McCain, R-AZ<\/strong><br \/>\n<strong> Senator James Inhofe, R-OK<\/strong><br \/>\n<strong> Senator Pat Roberts, R-KS<\/strong><br \/>\n<strong> Senator Jeff Sessions, R-AL<\/strong><br \/>\n<strong> Senator Michael Enzi, R-WY<\/strong><br \/>\n<strong> Senator Michael Crapo, R-ID<\/strong><br \/>\n<strong> Senator Lindsey Graham, R-SC<\/strong><br \/>\n<strong> Senator John Cornyn, R-TX<\/strong><br \/>\n<strong> Senator Richard Burr, R-NC<\/strong><br \/>\n<strong> Senator John Thune, R-SD<\/strong><br \/>\n<strong> Senator Johnny Isakson, R-GA<\/strong><br \/>\n<strong> Senator David Vitter, R-LA<\/strong><br \/>\n<strong> Senator John A.
