There were a number of items discussed&#8211;the Read to Achieve program, <a class=\"zem_slink\" title=\"Charter school (North Carolina)\" href=\"http:\/\/en.wikipedia.org\/wiki\/Charter_school_%28North_Carolina%29\" target=\"_blank\" rel=\"wikipedia\">Charter Schools in North Carolina<\/a>, the Founding Principles Act, and the complications in hiring <a class=\"zem_slink\" title=\"Substitute teacher\" href=\"http:\/\/en.wikipedia.org\/wiki\/Substitute_teacher\" target=\"_blank\" rel=\"wikipedia\">substitute teachers<\/a> caused by the implementation of <a class=\"zem_slink\" title=\"Patient Protection and Affordable Care Act\" href=\"http:\/\/en.wikipedia.org\/wiki\/Patient_Protection_and_Affordable_Care_Act\" target=\"_blank\" rel=\"wikipedia\">ObamaCare<\/a>. Yes, ObamaCare has made it more difficult for schools in North Carolina to hire the substitute teachers they need. Why? Because ObamaCare requires that every person working thirty hours a week be given health care.<\/p>\n<p>ObamaCare requires that health benefits be extended to non-permanent full-time employees in North Carolina who traditionally have not been eligible for coverage under the State <a class=\"zem_slink\" title=\"Health insurance\" href=\"http:\/\/en.wikipedia.org\/wiki\/Health_insurance\" target=\"_blank\" rel=\"wikipedia\">Health Plan<\/a>. ObamaCare also complicates things for retired certified teachers covered under their <a class=\"zem_slink\" title=\"Retirement\" href=\"http:\/\/en.wikipedia.org\/wiki\/Retirement\" target=\"_blank\" rel=\"wikipedia\">retirement<\/a> health plans. If they are substitute teaching more than 29 hours a week, they have to be covered by their employers and are no longer eligible for their retirement health care benefit.<\/p>\n<p>There were two suggestions made for legislative options that would solve this problem, but my point is this, &#8220;How is it that the <a class=\"zem_slink\" title=\"Federal government of the United States\" href=\"http:\/\/en.wikipedia.org\/wiki\/Federal_government_of_the_United_States\" target=\"_blank\" rel=\"wikipedia\">federal government<\/a> created a problem for a state that has to be solved with a new <a class=\"zem_slink\" title=\"State government\" href=\"http:\/\/en.wikipedia.org\/wiki\/State_government\" target=\"_blank\" rel=\"wikipedia\">state law<\/a>?&#8221; What is the federal government doing saying anything about a state&#8217;s health care policies? The shortage of substitute teachers in North Carolina is only one of many reasons we need to rein in the federal government.<\/p>\n<p>The <a class=\"zem_slink\" title=\"Tenth Amendment to the United States Constitution\" href=\"http:\/\/en.wikipedia.org\/wiki\/Tenth_Amendment_to_the_United_States_Constitution\" target=\"_blank\" rel=\"wikipedia\">Tenth Amendment<\/a> states:<\/p>\n<p style=\"padding-left: 30px;\"><strong>The powers not delegated to the United States by the <a class=\"zem_slink\" title=\"United States Constitution\" href=\"http:\/\/en.wikipedia.org\/wiki\/United_States_Constitution\" target=\"_blank\" rel=\"wikipedia\">Constitution<\/a>, nor prohibited by it to the states, are reserved to the states respectively, or to the people.<\/strong><\/p>\n<p>From Healthcare to Common Core, it is time to get the federal government out of the states.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Yesterday I attended a meeting of the Joint Legislative Education Oversight Committee in Raleigh, North Carolina.
