People came here from <a class=\"zem_slink\" title=\"Europe\" href=\"http:\/\/en.wikipedia.org\/wiki\/Europe\" target=\"_blank\" rel=\"wikipedia\">Europe<\/a> and other places to celebrate freedom, escape religious persecution, or simply to begin again. The <a class=\"zem_slink\" title=\"Catholic Church\" href=\"http:\/\/en.wikipedia.org\/wiki\/Catholic_Church\" target=\"_blank\" rel=\"wikipedia\">Catholics<\/a> fled the potato famine, the <a class=\"zem_slink\" title=\"Jews\" href=\"http:\/\/www.worldjewishcongress.org\/\" target=\"_blank\" rel=\"homepage\">Jews<\/a> fled the pogroms, and others came to buy land to farm and support a family.<\/p>\n<p>Well, not all of today&#8217;s immigrants have the same sort of ambition. <a href=\"http:\/\/www.nationalreview.com\/corner\/392583\/study-42-percent-new-medicaid-recipients-last-two-years-were-immigrants-patrick\" target=\"_blank\">National Review<\/a> reported today that 42 percent of new <a class=\"zem_slink\" title=\"Medicaid\" href=\"http:\/\/en.wikipedia.org\/wiki\/Medicaid\" target=\"_blank\" rel=\"wikipedia\">Medicaid<\/a> recipients are immigrants.<\/p>\n<p>The article reports:<\/p>\n<p style=\"padding-left: 30px;\"><strong>Federal law bans the admission of immigrants who are likely to be significant beneficiaries of welfare, technically a \u201cpublic charge,\u201d but that definition doesn\u2019t consider in-kind welfare programs like Medicaid:\u00a0<a href=\"http:\/\/www.uscis.gov\/green-card\/green-card-processes-and-procedures\/public-charge\">U.S. Citizenship and Immigration Services<\/a>\u00a0defines being a public charge as \u201cthe receipt of public cash assistance for income maintenance or institutionalization for long-term care at government expense.\u201d\u00a0The\u00a0USCIS\u00a0union president has\u00a0<a href=\"http:\/\/www.nationalreview.com\/corner\/391286\/immigration-agents-union-begs-public-help-fighting-obamas-executive-amnesty-joel\">recently complained<\/a>\u00a0that <a class=\"zem_slink\" title=\"Barack Obama\" href=\"http:\/\/www.barackobama.com\" target=\"_blank\" rel=\"homepage\">President Obama<\/a> is not enforcing public-charge laws.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>Illegal immigrants are ineligible for Medicaid currently and are technically ineligible for the Medicaid expansion or any other direct\u00a0<a class=\"zem_slink\" title=\"Patient Protection and Affordable Care Act\" href=\"http:\/\/en.wikipedia.org\/wiki\/Patient_Protection_and_Affordable_Care_Act\" target=\"_blank\" rel=\"wikipedia\">Obamacare<\/a> benefits, but fraud in the program is rarely investigated and recipient-level eligiblity is rarely investigated.<\/strong><\/p>\n<p>The article also reminds us that Medicaid has been expanded so that people with incomes up to 138 percent of the federal poverty line are eligible. This greatly increased the cost of the program.<\/p>\n<p>I am not opposed to immigration, but I question the wisdom of an immigration policy that allows people to come here and be a burden on the federal government.
