Alan Simpson (R-Wyo.), proposes capping discretionary spending, instituting tax rate reductions while broadening the tax base, gradually raising the retirement age from 65 to 67 and reducing the rate of increase of Social Security benefits.<\/em><\/p>\n<p><em>&#8220;The report is the &#8220;chairmen&#8217;s mark,&#8221; meaning that it is a draft that has not been approved by the 18 members of the president&#8217;s commission.&#8221;<\/em><\/p>\n<\/blockquote>\n<p dir=\"ltr\">The significant thing here is that the draft has not been approved by the 18 members of the president&#8217;s commission.&nbsp; <\/p>\n<p dir=\"ltr\">According to the article, these are the five recommendations of the commission:<\/p>\n<blockquote style=\"MARGIN-RIGHT: 0px\" dir=\"ltr\">\n<p style=\"LINE-HEIGHT: 18pt; MARGIN-BOTTOM: 14pt\" class=\"MsoNormal\" mce_style=\"margin-bottom:14.0pt;line-height:18.0pt;mso-pagination:none;mso-layout-grid-align:none;text-autospace:none\">\u2022<em> Enact tough discretionary spending caps and provide $200 billion in domestic and defense savings by 2015.<\/em><\/p>\n<p style=\"LINE-HEIGHT: 18pt; MARGIN-BOTTOM: 14pt\" class=\"MsoNormal\" mce_style=\"margin-bottom:14.0pt;line-height:18.0pt;mso-pagination:none;mso-layout-grid-align:none;text-autospace:none\"><em>\u2022 Pass tax reform that dramatically reduces rates, simplifies the code, broadens the base and reduces the deficit.<\/em><\/p>\n<p style=\"LINE-HEIGHT: 18pt; MARGIN-BOTTOM: 14pt\" class=\"MsoNormal\" mce_style=\"margin-bottom:14.0pt;line-height:18.0pt;mso-pagination:none;mso-layout-grid-align:none;text-autospace:none\"><em>\u2022 Address the Medicare &#8220;doc fix&#8221; not through deficit spending but through savings from payment reforms, cost-sharing, malpractice reform and long-term measures to control healthcare cost growth.<\/em><\/p>\n<p style=\"LINE-HEIGHT: 18pt; MARGIN-BOTTOM: 14pt\" class=\"MsoNormal\" mce_style=\"margin-bottom:14.0pt;line-height:18.0pt;mso-pagination:none;mso-layout-grid-align:none;text-autospace:none\"><em>\u2022 Achieve mandatory savings from farm subsidies and military and civil service retirement.<\/em><\/p>\n<p style=\"LINE-HEIGHT: 18pt; MARGIN-BOTTOM: 14pt\" class=\"MsoNormal\" mce_style=\"margin-bottom:14.0pt;line-height:18.0pt;mso-pagination:none;mso-layout-grid-align:none;text-autospace:none\"><em>\u2022 Ensure Social Security solvency for the next 75 years while reducing poverty among seniors.<\/em><\/p>\n<\/blockquote>\n<p dir=\"ltr\">It will be interesting to see how the details of this report shape up.&nbsp; Again, I want to go on the record against the idea of means-tested Social Security.&nbsp; Paying into Social Security was never means tested&#8211;we were all forced to do it.&nbsp; Are the federal pensions of Congress (who robbed Social Security after they opted out of it) means tested?&nbsp; To means test Social Security is to penalize those of us who saved and reward those of us who did not.&nbsp; It is another way the government encourages unproductive behavior.<\/p>\n<p dir=\"ltr\">Let&#8217;s see how many of the members of the commission sign on to the report.<\/p>\n<p dir=\"ltr\">&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Hill&nbsp;is reporting today that the Chairmen&#8217;s Mark Report of President Obama&#8217;s fiscal commission has been released.&nbsp; According to the article: &#8220;The report,&nbsp;approved by the panel&#8217;s co-chairmen, former Clinton Chief of Staff Erskine Bowles and former Sen.
