Since Cap and Trade seems to be dead, Senator Bingaman (D-NM), along with <a href=\"http:\/\/thomas.loc.gov\/cgi-bin\/bdquery\/z?d111:SN03813:@@@P\"><span style=\"mso-bidi-font-family: 'Times New Roman'\">32 cosponsors<\/span><\/a><\/span><span style=\"FONT-FAMILY: 'Calibri', 'sans-serif'; COLOR: #333333; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin\">, has introduced <\/span><span style=\"FONT-FAMILY: 'Calibri', 'sans-serif'; COLOR: #333333; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Arial\"><a href=\"http:\/\/thomas.loc.gov\/cgi-bin\/bdquery\/z?d111:s.03813:\"><span style=\"mso-bidi-font-family: 'Times New Roman'\">legislation<\/span><\/a><\/span><span style=\"FONT-FAMILY: 'Calibri', 'sans-serif'; COLOR: #333333; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin\"> that would create a 15 percent renewable energy standard (RES).<\/span><span style=\"FONT-FAMILY: 'Calibri', 'sans-serif'; COLOR: #333333; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Arial\"><o:p><\/o:p><\/span><\/p>\n<p><span style=\"FONT-FAMILY: 'Calibri', 'sans-serif'; COLOR: #333333; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin\">The article reports:<\/span><span style=\"FONT-FAMILY: 'Calibri', 'sans-serif'; COLOR: #333333; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Arial\"><o:p><\/o:p><\/span><\/p>\n<blockquote style=\"MARGIN-RIGHT: 0px\" dir=\"ltr\">\n<p><em><span style=\"FONT-FAMILY: 'Calibri', 'sans-serif'; COLOR: #333333; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin\">&#8220;First, electric utilities would be mandated to generate at least 11 percent of their electricity from renewable energy sources, such as solar and wind power.&nbsp; Secondly, four percent of this 15 percent requirement could be met by electric utilities achieving savings from energy efficiency measures.&#8221;&nbsp;&nbsp; <\/span><\/em><span style=\"FONT-FAMILY: 'Calibri', 'sans-serif'; COLOR: #333333; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Arial\"><o:p><\/o:p><\/span><\/p>\n<\/blockquote>\n<p><span style=\"FONT-FAMILY: 'Calibri', 'sans-serif'; COLOR: #333333; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Arial\">Obviously, this would result in increased costs to electric companies. &nbsp;Those costs would be passed on to the consumer (a hidden energy tax).&nbsp; <o:p><\/o:p><\/span><\/p>\n<p><span style=\"FONT-FAMILY: 'Calibri', 'sans-serif'; COLOR: #333333; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Arial\">The article also points out that renewable electricity sources will not really reduce our dependence on foreign oil.&nbsp; In 2008, electricity generation accounted for only about 1 percent of all petroleum consumption in the United States.<o:p><\/o:p><\/span><\/p>\n<p><span style=\"FONT-FAMILY: 'Calibri', 'sans-serif'; COLOR: #333333; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Arial\">The article further points out:<o:p><\/o:p><\/span><\/p>\n<blockquote style=\"MARGIN-RIGHT: 0px\" dir=\"ltr\">\n<p><em><span style=\"FONT-FAMILY: 'Calibri', 'sans-serif'; COLOR: #333333; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Arial\">&#8220;Proponents of this energy tax also are disregarding state rights, similar to what happened with the health care bill.&nbsp; Many states already have renewable energy mandates and those that don&#8217;t have a mandate recognize that they <\/span><\/em><span style=\"FONT-FAMILY: 'Calibri', 'sans-serif'; COLOR: #333333; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Arial\"><a href=\"http:\/\/www.windpoweringamerica.gov\/wind_maps.asp\"><em><span style=\"FONT-FAMILY: 'Calibri', 'sans-serif'; COLOR: #0033cc; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin\">don&#8217;t have the same types of renewable energy resources<\/span><\/em><\/a><\/span><em><span style=\"FONT-FAMILY: 'Calibri', 'sans-serif'; COLOR: #333333; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin\"> as other states.&nbsp; A one-size-fits all approach ignores the unique resources and needs of individual states.&#8221;<\/span><\/em><span style=\"FONT-FAMILY: 'Calibri', 'sans-serif'; COLOR: #333333; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Arial\"><o:p><\/o:p><\/span><\/p>\n<\/blockquote>\n<p><span style=\"FONT-FAMILY: 'Calibri', 'sans-serif';
