Bad things.&nbsp; Posted at the <a href=\"http:\/\/www.americanthinker.com\/2010\/09\/noaas_law_enforcement_behaving.html\">American Thinker<\/a>&nbsp;today is a chronicle of abuses of power by NOAA (The National Oceanographic and Atmospheric Administration) in their oversight of the fishing industry.&nbsp; <font style=\"FONT-SIZE: 1em\" size=\"3\">NOAA&#8217;s OLE (Office of Law Enforcement) has purchased 22 vessels at a cost of $2.7M using funds from fines and seizures.&nbsp; The vessels are used for random boardings of working fishing boats.&nbsp; Probable cause?&nbsp; How quaint.&nbsp; According to the article, fishermen&#8217;s fines paid for some $600K of international travel expenses, $500K of which was not covered by NOAA&#8217;s OLE policy.<\/font><\/p>\n<p>The article states:<\/p>\n<blockquote style=\"MARGIN-RIGHT: 0px\" dir=\"ltr\">\n<p><em>&#8220;Backup is provided in a <\/em><a href=\"http:\/\/www.oig.doc.gov\/oig\/reports\/correspondence\/2010.07.01_IG_to_NOAA.pdf\"><font size=\"3\" face=\"times new roman,times\"><em>scathing July 2010 Inspector General (IG) report<\/em><\/font><\/a><font size=\"3\" face=\"times new roman,times\" itxtvisited=\"1\"><em> on the NOAA law enforcement Asset Forfeiture Fund (AFF), made up of the money realized by fines and forfeitures from fishermen.&nbsp; From January 2005 through June 2009, the AFF received some $96M, spent $49M, and had a balance of $8.4M.&nbsp; My arithmetic suggests $40M is missing.&nbsp; The IG&#8217;s report describes NOAA&#8217;s management of the AFF as an &#8220;abstract concept&#8221; and as &#8220;susceptible to both error and abuse.&#8221;&nbsp; You think?&#8221;<\/em><\/font><\/p>\n<p><font style=\"FONT-SIZE: 1em\" size=\"3\">&nbsp;<\/p>\n<\/blockquote>\n<p dir=\"ltr\">I&nbsp;am not sure what the outcome of this investigation will be.&nbsp; The article further points out:&nbsp; <\/p>\n<blockquote style=\"MARGIN-RIGHT: 0px\" dir=\"ltr\">\n<p dir=\"ltr\"><em>&#8220;Obama&#8217;s anointed head of NOAA, <\/em><a href=\"http:\/\/www.noaa.gov\/lubchenco.html\"><font size=\"3\" face=\"times new roman,times\"><em>Dr. Lubchenco<\/em><\/font><\/a><font size=\"3\" face=\"times new roman,times\" itxtvisited=\"1\"><em>, asked the <\/em><\/font><a href=\"http:\/\/www.oig.doc.gov\/oig\/OIG-19887%20NOAA%20to%20IG_06.02.09.pdf\"><font size=\"3\" face=\"times new roman,times\"><em>IG to investigate<\/em><\/font><\/a><font size=\"3\" face=\"times new roman,times\" itxtvisited=\"1\"><em> the problem at the <\/em><\/font><a href=\"http:\/\/www.oig.doc.gov\/oig\/OIG-19887%20MA%20Congress%20to%20NOAA_5.1.09.pdf\"><font size=\"3\" face=\"times new roman,times\"><em>behest of the Massachusetts<\/em><\/font><\/a><font size=\"3\" face=\"times new roman,times\" itxtvisited=\"1\"><em> Congressional delegation.&nbsp; NOAA has stated that they take the IG reports seriously and are <\/em><\/font><a href=\"http:\/\/www.noaanews.noaa.gov\/stories2010\/PDFs\/Response_IGReport.pdf\"><font size=\"3\" face=\"times new roman,times\"><em>looking forward<\/em><\/font><\/a><font size=\"3\" face=\"times new roman,times\" itxtvisited=\"1\"><em>, not backwards.&nbsp; This translates into no plans for disciplining the overly zealous enforcers and no plans for redress of the victims.&nbsp; The <\/em><\/font><a href=\"http:\/\/www.gloucestertimes.com\/local\/x1671038338\/Report-seen-confirming-NOAA-culture\"><font size=\"3\" face=\"times new roman,times\"><em>fines drive fishermen out of business<\/em><\/font><\/a><font size=\"3\" face=\"times new roman,times\" itxtvisited=\"1\"><em> and that is consistent with Dr. Lubchenco&#8217;s <\/em><\/font><a href=\"http:\/\/www.gloucestertimes.com\/fishing\/x20313747\/Catch-share-rejections-cloud-talks\"><font size=\"3\" face=\"times new roman,times\"><em>goal of industry consolidation<\/em><\/font><\/a><font size=\"3\" face=\"times new roman,times\" itxtvisited=\"1\"><em>.&#8221; <\/em><\/font><\/p>\n<\/blockquote>\n<p dir=\"ltr\">This is an example of the federal government seriously overstepping its bounds.&nbsp; We need to elect a Congress in November that will not only investigate the problem, but also deal with it.&nbsp; I commend the Massachusetts delegation for at least asking for the investigation, but what is Congress willing to do to solve the problem?&nbsp; Generations of honest, hard-working fishermen are being driven out of business by a government that is out of control.&nbsp; That should not happen in a democracy.&nbsp; Let&#8217;s elect people in November who respect the U. S.
