The pictures were of the <a class=\"zem_slink\" title=\"Central Valley (California)\" href=\"http:\/\/maps.google.com\/maps?ll=37.7061111111,-120.991388889&amp;spn=0.01,0.01&amp;q=37.7061111111,-120.991388889 (Central%20Valley%20%28California%29)&amp;t=h\" target=\"_blank\" rel=\"geolocation\">California Central Valley<\/a>, once the breadbasket of <a class=\"zem_slink\" title=\"United States\" href=\"http:\/\/maps.google.com\/maps?ll=38.8833333333,-77.0166666667&amp;spn=10.0,10.0&amp;q=38.8833333333,-77.0166666667 (United%20States)&amp;t=h\" target=\"_blank\" rel=\"geolocation\">America<\/a>, now a politically created dust bowl. This is one of the pictures:<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" alt=\"IMG_2957.JPG\" src=\"https:\/\/www.rightwinggranny.com\/wp-content\/uploads\/2013\/07\/IMG_2957-thumb-450x337.jpg\" width=\"450\" height=\"337\" \/><\/p>\n<p>Well, California <a class=\"zem_slink\" title=\"Jerry Brown\" href=\"http:\/\/gov.ca.gov\/\" target=\"_blank\" rel=\"homepage\">Governor Jerry Brown<\/a> is trying to change that. I don&#8217;t know how practical his plan is, but I love the fact that he is trying to change a really unfortunate situation.<\/p>\n<p>Today&#8217;s <a href=\"http:\/\/www.sacbee.com\/2013\/07\/15\/5566555\/stakes-are-high-in-state-federal.html\">Sacramento Bee<\/a> reported that the state and federal water agencies that control most of Northern California&#8217;s water are negotiating the details of Governor Jerry Brown&#8217;s plan to build two massive <a class=\"zem_slink\" title=\"Interbasin transfer\" href=\"http:\/\/en.wikipedia.org\/wiki\/Interbasin_transfer\" target=\"_blank\" rel=\"wikipedia\">water diversion<\/a> tunnels in the Delta with 279 farm and urban water buyers. These contracts will govern those relationships \u2013 and extend the government&#8217;s obligation to provide water \u2013 for decades.<\/p>\n<p>The article reports:<\/p>\n<p style=\"padding-left: 30px;\"><strong>How the new contracts are shaped will affect water rates for millions of <a class=\"zem_slink\" title=\"California\" href=\"http:\/\/maps.google.com\/maps?ll=37.0,-120.0&amp;spn=10.0,10.0&amp;q=37.0,-120.0 (California)&amp;t=h\" target=\"_blank\" rel=\"geolocation\">Californians<\/a>. It also will change how taxpayers at large continue to subsidize the many dams and canals that deliver water.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>The process is a kind of house-cleaning for the giant financial investment required to build the proposed tunnels in the <a href=\"http:\/\/lingows.appspot.com\/link\/?@li2=3775&amp;is_lhid=1&amp;key=ATPUCNWCXV&amp;portal_key=3_Sacbee&amp;ps_id=2wUvAsOSyg&amp;q=QQ:lqOTqjptCQAHDBZUG[UORJJOGPUOGSGG.AHVOqptJ:pnCAOqmj_J:pnCGDO4aJm8CIGURA:UUAKVV&amp;section_key=&amp;site_id=&amp;url=http%3A%2F%2Ftopics.sacbee.com%2FSacramento-San%2BJoaquin%2BDelta%2F&amp;url_key=_TaCSO0CB@BG7A%7BUBK&amp;v=1&amp;%7Eboot=1373915645793\" rel=\"nofollow\">Sacramento-San Joaquin Delta.<\/a> If the $25 billion project is approved next year, the state will be selling bonds for decades to pay for it; and the bond buyers, before committing, will want to see that the state has a solid contractual foundation with water agencies.<\/strong><\/p>\n<p>Meanwhile, today&#8217;s <a class=\"zem_slink\" title=\"The Wall Street Journal\" href=\"http:\/\/www.wsj.com\/\" target=\"_blank\" rel=\"homepage\">Wall Street Journal<\/a> reports:<\/p>\n<p style=\"padding-left: 30px;\"><strong>The U. S. Bureau of Reclamation this spring cut water deliveries to farmers and the two-thirds of Californians who live south of the Sacramento-San Joaquin Delta to between 20% and 35% of their contractual allocations. The reason? Because 300 three-inch smelt were caught int he pumps at the south end of the delta. Since smelt is designated &#8220;threatened&#8221; under the <a class=\"zem_slink\" title=\"Endangered Species Act\" href=\"http:\/\/en.wikipedia.org\/wiki\/Endangered_Species_Act\" target=\"_blank\" rel=\"wikipedia\">Endangered Species Act<\/a>, it&#8217;s being protected at literally all costs.<\/strong><\/p>\n<p>I am not a scientist, but common sense tells me that you don&#8217;t destroy the breadbasket of America for 300 fish. Governor Brown&#8217;s solution to the Central Valley&#8217;s water problem is very expensive. However, if the voters don&#8217;t kill the project because of the expense, the environmentalists will kill it because it will promote growth in an area that is losing people because of unemployment.<\/p>\n<p>In the past four years I visited California about twice a year (my military children were stationed there). It is a beautiful state with a wonderful climate (I live in <a class=\"zem_slink\" title=\"New England\" href=\"http:\/\/maps.google.com\/maps?ll=44.2055555556,-70.306425&amp;spn=3.0,3.0&amp;q=44.2055555556,-70.306425 (New%20England)&amp;t=h\" target=\"_blank\" rel=\"geolocation\">New England<\/a>. To me, most other places have a wonderful climate). It was truly sad to drive through the Central Valley (on my way to a family reunion in Santa Rosa) and see the dust bowl that had once been abundant farms that supplied America&#8217;s food.<\/p>\n<p>I have no idea whether or not Governor Brown&#8217;s plan is the answer to the water problems in the Central Valley. I am impressed, however, that at least he is looking at the problem and attempting to do something about it.
