{"id":19603,"date":"2013-07-08T11:11:52","date_gmt":"2013-07-08T15:11:52","guid":{"rendered":"http:\/\/www.rightwinggranny.com\/?p=19603"},"modified":"2013-07-08T11:11:52","modified_gmt":"2013-07-08T15:11:52","slug":"is-the-government-really-that-naive","status":"publish","type":"post","link":"https:\/\/www.rightwinggranny.com\/?p=19603","title":{"rendered":"Is The Government Really That Naive?"},"content":{"rendered":"<p>Yesterday <a href=\"http:\/\/www.nationalreview.com\/corner\/352803\/obamacares-invitation-fraud-yuval-levin\">National Review<\/a> posted an article about one aspect of the delay in putting the <a class=\"zem_slink\" title=\"Health insurance mandate\" href=\"http:\/\/en.wikipedia.org\/wiki\/Health_insurance_mandate\" target=\"_blank\" rel=\"wikipedia\">employer mandate<\/a> in place that has not received a lot of attention. Since the paperwork involved in the employer mandate was to be used in determining the eligibility for <a class=\"zem_slink\" title=\"Subsidy\" href=\"http:\/\/en.wikipedia.org\/wiki\/Subsidy\" target=\"_blank\" rel=\"wikipedia\">government subsidies<\/a> to employees in <a class=\"zem_slink\" title=\"Patient Protection and Affordable Care Act\" href=\"http:\/\/en.wikipedia.org\/wiki\/Patient_Protection_and_Affordable_Care_Act\" target=\"_blank\" rel=\"wikipedia\">ObamaCare<\/a>, there is now no way of confirming a person&#8217;s eligibility.<\/p>\n<p>The article reports:<\/p>\n<p style=\"padding-left: 30px;\"><strong>Many if not all of the state exchanges, and presumably also the federally-run exchanges, were planning to use the required employer reports to facilitate the eligibility reconciliation that you have to do at tax filing time when people receive advanceable <a class=\"zem_slink\" title=\"Tax credit\" href=\"http:\/\/en.wikipedia.org\/wiki\/Tax_credit\" target=\"_blank\" rel=\"wikipedia\">tax credits<\/a> like those set to be offered in the exchanges. If employers weren\u2019t required to provide reports for 2014, the process of confirming eligibility (that is, confirming that people receiving subsidies had in fact not been offered affordable <a class=\"zem_slink\" title=\"Insurance\" href=\"http:\/\/www.wikinvest.com\/industry\/Insurance\" target=\"_blank\" rel=\"wikinvest\">insurance<\/a> coverage at work) would become more difficult to pull off, since it\u2019s not really clear what other data sources the exchanges would have, and the exchange subsidy system would therefore become that much more difficult to manage.<\/strong><\/p>\n<p>The article explains the government&#8217;s solution to the lack of confirmation which will result from the delay in the employer mandate:<\/p>\n<p style=\"padding-left: 30px;\"><strong>In 2014, applicants can more or less be deemed eligible for subsidies in the <a class=\"zem_slink\" title=\"State school\" href=\"http:\/\/en.wikipedia.org\/wiki\/State_school\" target=\"_blank\" rel=\"wikipedia\">state-run<\/a> exchanges if they say they are eligible. If it has no external sources of information regarding what insurance employers offer, the rule states, \u201cthe exchange may accept the applicant\u2019s attestation regarding enrollment in an eligible employer-sponsored plan and eligibility for qualifying coverage in an employer-sponsored plan for the benefit year for which coverage is requested without further verification.\u201d In fact, the exchanges are not only released from the obligation to verify whether applicants are eligible for employer coverage, they are also released from the obligation to confirm applicants\u2019 statements regarding their household incomes before providing them with what is supposed to be an <a class=\"zem_slink\" title=\"Means test\" href=\"http:\/\/www.bankruptcyhome.com\/glossary\/means-test\" target=\"_blank\" rel=\"bankruptcy\">income-based<\/a> benefit.<\/strong><\/p>\n<p>So is this actually about? In order to work at all, ObamaCare needs <a class=\"zem_slink\" title=\"United States\" href=\"http:\/\/maps.google.com\/maps?ll=38.8833333333,-77.0166666667&amp;spn=10.0,10.0&amp;q=38.8833333333,-77.0166666667 (United%20States)&amp;t=h\" target=\"_blank\" rel=\"geolocation\">Americans<\/a> to enroll in their state&#8217;s healthcare exchanges&#8211;this is the government-run healthcare program. If the penalties for employers for not providing <a class=\"zem_slink\" title=\"Health insurance\" href=\"http:\/\/en.wikipedia.org\/wiki\/Health_insurance\" target=\"_blank\" rel=\"wikipedia\">health insurance<\/a> are dropped, theoretically employers will begin to drop health insurance as a benefit. This forces people to seek health insurance elsewhere (as the personal mandate to carry health insurance is still in place). If the exchanges are set up with built-in subsidies based on income and you don&#8217;t have to verify your income, getting your health insurance through the exchanges while claiming an income within the range of subsidies is like free money.<\/p>\n<p>It is my hope that Americans would not lie about their income in order to save money, but that is a hope&#8211;I&#8217;m not that naive.
