I hate to be cynical, but money talks. <a href=\"http:\/\/www.breitbart.com\/Big-Hollywood\/2013\/01\/01\/hollywood-loophole-fiscal-cliff\">Breitbart.com<\/a> reported yesterday that the\u00a0<a href=\"http:\/\/www.film.ca.gov\/res\/docs\/pdf\/Section-181-12-4-08.pdf\" target=\"_blank\">production tax incentives<\/a>\u00a0favorable to the domestic <a class=\"zem_slink\" title=\"List of entertainment industry topics\" href=\"http:\/\/en.wikipedia.org\/wiki\/List_of_entertainment_industry_topics\" target=\"_blank\" rel=\"wikipedia\">entertainment industry<\/a> enacted by <a class=\"zem_slink\" title=\"United States Congress\" href=\"http:\/\/www.house.gov\/\" target=\"_blank\" rel=\"homepage\">Congress<\/a> in 2004, extended in 2008 and scheduled to expire in 2011, have been extended through 2013. The bill passed to avoid the fiscal cliff increases <a class=\"zem_slink\" title=\"Tax\" href=\"http:\/\/en.wikipedia.org\/wiki\/Tax\" target=\"_blank\" rel=\"wikipedia\">taxes<\/a> on 77 percent of <a class=\"zem_slink\" title=\"United States\" href=\"http:\/\/maps.google.com\/maps?ll=38.8833333333,-77.0166666667&amp;spn=10.0,10.0&amp;q=38.8833333333,-77.0166666667 (United%20States)&amp;t=h\" target=\"_blank\" rel=\"geolocation\">Americans<\/a>, but <a class=\"zem_slink\" title=\"Hollywood\" href=\"http:\/\/maps.google.com\/maps?ll=34.1,-118.333333333&amp;spn=0.1,0.1&amp;q=34.1,-118.333333333 (Hollywood)&amp;t=h\" target=\"_blank\" rel=\"geolocation\">Hollywood<\/a> gets a tax break.<\/p>\n<p>The article reports:<\/p>\n<p style=\"padding-left: 30px;\"><strong>The <a href=\"http:\/\/www.taxalmanac.org\/index.php\/Internal_Revenue_Code:Sec._181._Treatment_of_Certain_Qualified_Film_and_Television_Productions\" target=\"_blank\">original tax incentive<\/a> applied to productions costing less than $15 million to make ($20 million in <a class=\"zem_slink\" title=\"Poverty\" href=\"http:\/\/en.wikipedia.org\/wiki\/Poverty\" target=\"_blank\" rel=\"wikipedia\">low-income<\/a> areas). The 2008 extension <a href=\"http:\/\/www.irs.gov\/irb\/2011-47_IRB\/ar09.html\" target=\"_blank\">applies to all films<\/a>, up to a deduction of $15 million (or $20 million in low-income areas). The incentive is especially generous to television series; it applies to each <a class=\"zem_slink\" title=\"Television\" href=\"http:\/\/en.wikipedia.org\/wiki\/Television\" target=\"_blank\" rel=\"wikipedia\">TV<\/a> episode.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>Hollywood players routinely beg the government to raise their taxes so they can pay their &#8220;fair share.&#8221;\u00a0<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>Yet the industry moves new productions to places where existing tax breaks help its bottom line. That means plenty of shows and films are shot in states like <a class=\"zem_slink\" title=\"New Mexico\" href=\"http:\/\/maps.google.com\/maps?ll=34.0,-106.0&amp;spn=3.0,3.0&amp;q=34.0,-106.0 (New%20Mexico)&amp;t=h\" target=\"_blank\" rel=\"geolocation\">New Mexico<\/a>, which feature highly favorable tax rates, as well as destinations north of the border with similar perks.<\/strong><\/p>\n<p>It really is time to find some honest legislators to redo the tax code.
