Both articles deal with what has happened in Indiana since 2005, when <a class=\"zem_slink\" title=\"Mitch Daniels\" href=\"http:\/\/www.in.gov\/gov\/\" rel=\"homepage\" target=\"_blank\">Governor Mitch Daniels<\/a> took office. When Governor Daniels took office, the state had a deficit of $600 million.\u00a0 Today, <a class=\"zem_slink\" title=\"Indiana\" href=\"http:\/\/maps.google.com\/maps?ll=40.0,-86.0&amp;spn=3.0,3.0&amp;q=40.0,-86.0 (Indiana)&amp;t=h\" rel=\"geolocation\" target=\"_blank\">Indiana<\/a> has a $1.3 billion <a class=\"zem_slink\" title=\"Government budget\" href=\"http:\/\/en.wikipedia.org\/wiki\/Government_budget\" rel=\"wikipedia\" target=\"_blank\">budget surplus<\/a>.<\/p>\n<p>As interesting as the surplus is, it is also interesting to see how it will be used. Part of it will be refunded to the <a class=\"zem_slink\" title=\"Tax\" href=\"http:\/\/en.wikipedia.org\/wiki\/Tax\" rel=\"wikipedia\" target=\"_blank\">taxpayers<\/a> and part of it will be used to pay for full-day kindergarten in the 2012-13 school year.<\/p>\n<p>The article at nwi.com reports:<\/p>\n<p style=\"padding-left: 30px;\"><strong>Based on the current budget surplus, Daniels said <a class=\"zem_slink\" title=\"Hoosiers\" href=\"http:\/\/www.rottentomatoes.com\/m\/hoosiers\" rel=\"rottentomatoes\" target=\"_blank\">Hoosiers<\/a> filing their income taxes in 2013\u00a0will be able to deduct\u00a0about $70 from the taxes owed. That&#8217;s $140 off for a joint return. Individuals who owe no taxes still will receive the refund.<\/strong><\/p>\n<p style=\"padding-left: 30px;\"><strong>&#8220;At some point when budgets are balanced and reserves are full, the state should stop collecting money and leave it with the people who earned it,&#8221; Daniels said.<\/strong><\/p>\n<p>The article at Inside Indiana Business reports:<\/p>\n<p style=\"padding-left: 30px;\"><strong>Compared to residents in other states, Hoosiers are enjoying relatively strong private-sector <a class=\"zem_slink\" title=\"Employment\" href=\"http:\/\/en.wikipedia.org\/wiki\/Employment\" rel=\"wikipedia\" target=\"_blank\">job growth<\/a>, lower property taxes, an improved AAA <a class=\"zem_slink\" title=\"Credit rating\" href=\"http:\/\/en.wikipedia.org\/wiki\/Credit_rating\" rel=\"wikipedia\" target=\"_blank\">credit rating<\/a> and the fewest number of state employees per capita anywhere in the country.
