To wit, <nobr><a class=\"GVAdLink\" id=\"GVLINK_2_0_1\" href=\"http:\/\/online.wsj.com\/article\/SB124779717982855785.html#\"><font color=\"#006600\">tax<\/font><\/a><\/nobr> increases that would take U.S. rates higher even than most of Europe. Yet even those increases aren&#8217;t nearly enough to <nobr><a class=\"GVAdLink\" id=\"GVLINK_1_0_0\" href=\"http:\/\/online.wsj.com\/article\/SB124779717982855785.html#\"><font color=\"#006600\">finance<\/font><\/a><\/nobr> the $1 trillion in new spending, which itself is surely a low-ball estimate.
