Should We Wait To Be Nuked?

There is a post at Little Green Footballs stating that David Kay, former head of the Iraq Study Group thinks that we should not move against Iran's nuclear infrastructure.  He feels that a nuclear weapon for Iran is two to five years away and we shouldn't strike until one of our cities is hit.  I really don't want to do 911 again (only nuclear), and I wonder what this man is thinking.  Keep in mind that it's been four months since Mohamed ElBaradei said on Al-Arabiya television that Iran could have a nuclear weapon within six months.
