The Hill is reporting today that House Majority Leader Steny Hoyer (D-Md.) will confirm in a speech today that the Democrats will not pass a budget in 2010.  Meanwhile, the Democrats are vowing to cut spending when they do pass a budget.  Represenative Hoyer stated, "It isn't possible to debate and pass a realistic, long-term budget until we've considered the bipartisan commission's deficit-reduction plan, which is expected in December."

This is political gobbledygook!  Let me translate.  The only way the Democrats ever attempted to balance the budget was to raise taxes--it has never occurred to them to cut spending.  So this is what they are thinking:  It would be stupid to raise taxes just before an election.  Maybe the voters won't realize that when the Bush tax cuts expire at the end of this year, everyone's taxes will be going up.  Maybe we can get a one percent value added tax (VAT) passed after the election, and no one will be upset because it's only one percent.  Then next time we take Congress we can raise it!
